Similar problems here, I assume you're running the "Standard" Eclipse based client?
The admin client doesn't use Eclipse yet so isn't bogged down by the bugs surrounding it. Running Notes with the /basic switch will load Notes in the basic format too, does it work then?
Sadly there is no basic designer client so you're forced to run standard configuration and Eclipse. When it's broken, it's broken and I don't know of a solution yet - my main laptop has the exact same issue and I'm having to do half my work on a temporary workstation right now.
I suggest you raise a PMR with IBM about the problem.
